Warburton Mountain Bike Destination – Environment Effects Statement (EES) 2021
The Shire of Yarra Ranges Council and Ride Yarra Ranges documentation

Yarra Ranges Council prepared an Environment Effects Statement (EES) for the Warburton Mountain Bike Destination Project in 2021 to present to the Department of Environment, Land, Water and Planning (DELWP). These studies review environmental concerns, health, bushfire management, traffic management, social and economic impact, etc. They supersede the documentation of 2019 (below). To view click here.

The Warburton Urban Design Framework

The Warburton Urban Design Framework was developed from the Warburton Town Plan. This document was one of the documents required as preparation for the Warburton Mountain Bike Destination. It contains the vision for how the Warburton Township will be developed in the next 10 years with particular emphasis on how to accommodate a large influx of visitors. One giant car park and a cycling bridge spanning two roads and the Yarra River – infrastructure for the Warburton Mountain Bike Destination. Plans include removing parkland for parking, creating parking in River Reserve, demolishing the football and netball clubhouses, demolishing the tennis courts at the entrance of the town and to use the 120 year old Tennis Club (built, extended and maintained with labour and funds from local tennis club members} for a commercial interest. The tennis courts is desired to create an entrance to Thomas Avenue at the back of the shops creating a throughway. A new Clubhouse is planned for all sports together – Football, Netball, Tennis, etc.
Warburton Urban Design Framework/draft

The Draft Warburton Urban Design Framework Communications and Engagement Plan sets out the plans for community engagement for the Warburton Urban Design Framework. The community information sessions were cut short due to Covid shutdown.

Economic Assessments

Economics are a – the most important – driver of decision making by our Government. These economic assessments are essential reading to understand why mountain biking is being promoted throughout Australia. After all, mountain bikes are expensive and mountain bikers, predominantly men in the age group of 30-50 years old (ie at their peak earning capacity). To view, click here.

IMBA (International Mountain Bike Association)

The Warburton Mountain Bike Destination is planned to be a Gold Level Ride Centre. If it achieves this it will be the only one in Australia and one of only seven in the world. Also, also to achieve this it will have to have a minimum of 165 kms of trails along with other criteria it needs to gain this evaluation. This is why for the project, there is no backing down from making this project too big. To view, click here.

Risk Management

Fire Risk Documentation

Warburton is a high risk area for bushfire and with only one appropriate road for evacuation out of our town this is of even greater concern. Add to that our one road is cut into the side of Mt. Little Joe which is not only the most fireprone mountain in the area but also the mountain that will be covered with mountain bike trails for the Mountain Bike project. The CFA has requested that the trails be located elsewhere – not on this mountain and not on its neighbour, Mt Tugwell, which is highly fireprone as well. To view, click here

Health

The Warburton Mountain Bike Destination gives six objectives as reasons for its development. One of these is to: “Enhance the health and wellbeing of the community”. But it won’t. To view documentation on this, click here.
