Economics drives development. Mountain Biking has a high ROI (return on investment). The outlay is very low for the return. However, it is the council who will pay from rates while the return will go to business most who not be local but will be mountain bike and paraphernalia in general, followed by travel costs – too and from trails and then Short Term Accommodation – which includes Airbnb type accommodation that reduces the resident population of tourist towns.
